(FMC) en la que se analiz\u00f3 analizaron a fondo los aspectos del Programa de Auditor\u00eda de VOCCs (l\u00edneas navieras), la comisionada Rebecca Dye present\u00f3 su Informe final de determinaci\u00f3n de hechos 29, \u00abCompromiso de la cadena de suministro de transporte mar\u00edtimo internacional\u00bb, investigaci\u00f3n que tom\u00f3 dos a\u00f1os, y en la que identific\u00f3 dos preocupaciones principales de los importadores y exportadores: el alto costo del env\u00edo de la carga y los recargos excesivos por estad\u00eda y demurrage.<\/p><p>Sobre la base de su trabajo, la comisionada Dye concluy\u00f3 que, si bien son altas seg\u00fan los est\u00e1ndares hist\u00f3ricos, las tarifas de flete reflejan las fuerzas del mercado de la oferta y la demanda en una cadena de suministro desafiada por la pandemia de COVID-19 y un aumento sin precedentes en la demanda de los consumidores. En cuanto a la detenci\u00f3n y demurrage, el Comisionado Dye destac\u00f3 la Regla Interpretativa de la Comisi\u00f3n y c\u00f3mo se est\u00e1 aplicando para abordar las pr\u00e1cticas irracionales de detenci\u00f3n y demurrage.<\/p><p>Para ayudar a abordar estos y otros problemas identificados, la comisionada Dye dio a conocer 12 nuevas recomendaciones para que la Comisi\u00f3n las considere la pr\u00f3xima semana. Este es el segundo conjunto de recomendaciones desarrollado a partir de la Determinaci\u00f3n de hechos 29 que la comisionada Dye ha presentado a la Comisi\u00f3n. Algunas empresas tienen programas de servicios completos y ven las exportaciones estadounidenses como una oportunidad comercial atractiva, mientras que otras brindan ofertas m\u00e1s rudimentarias.<\/p><p>El equipo de auditor\u00eda tambi\u00e9n descubri\u00f3 que algunos acontecimientos no relacionados con la pandemia, como la p\u00e9rdida de mercados clave para papel usado y materiales de desecho, han impedido la disponibilidad de capacidad de exportaci\u00f3n de las empresas estadounidenses.
